Or even when it is not done in secret. The history goes back to the 1960s, and includes Russia, the U.S., China, and india. https://en.wikipedia.org/wiki/Anti-satellite_weapon
Well, it was supposed to be a secret, not to each other, of course. They only keep secrets from us little people. The intel organizations pretty much know almost everything the other guys are doing.
The Soviet work in the 1980s was revealed in DoD reports on strategic defense that were published for public distribution. Our work with the air-launched ASAT was featured in Aviation Week & Space Technology while it was ongoing. The kinetic energy weapon warhead of the Standard 3 missile was presented as a cutaway model in an unclassified industry conference in the early 2000s (I was there to see it---it was a 2nd generation of technology first reduced to practice by the Boeing Company). So, while the technical details may be secret, the existence of programs is pretty much an open matter. You just need to have the right magazine subscriptions.
I know. I was being silly. I keep track of the more interesting programs and projects that are publicly announced. I'm mostly just interested in the novel ideas and technology employed. The launching of missiles and satellites is pretty hard to hide. The interesting subjects are the ones that we don't hear about. Some very creative ideas of how to use technology to solve problems is the fascinating part.
Oh, i quite agree. Having been on the "inside," I realize that the most interesting aspect of classified work is not always that the technology is so amazing, but that the objective is so unexpected. "You mean we're doing THAT?" The history of the CORONA spy satellites is a case in point. What has crept out about the Soviet / Russian space program is another example. (Different solutions to problems.)
