COMMITTEE PROCEDURE:
(3) The vote of any committee to report a measure or matter shall require the concurrence of a majority of the members of the committee who are present. No vote of any member of any committee to report a measure or matter may be cast by proxy if rules adopted by such committee forbid the casting of votes for that purpose by proxy; however, proxies may not be voted when the absent committee member has not been informed of the matter on which he is being recorded and has not affirmatively requested that he be so recorded. Action by any committee in reporting any measure or matter in accordance with the requirements of this subparagraph shall constitute the ratification by the committee of all action theretofore taken by the committee with respect to that measure or matter, including votes taken upon the measure or matter or any amendment thereto, and no point of order shall lie with respect to that measure or matter on the ground that such previous action with respect thereto by such committee was not taken in compliance with such requirements.
Regarding Unanimous Consent in Voting, Rule ... says
XII VOTING PROCEDURE
When the yeas and nays are ordered, the names of Senators shall be called alphabetically; and each Senator shall, without debate, declare his assent or dissent to the question, unless excused by the Senate; and no Senator shall be permitted to vote after the decision shall have been announced by the Presiding Officer, but may for sufficient reasons, with unanimous consent, change or withdraw his vote. No motion to suspend this rule shall be in order, nor shall the Presiding Officer entertain any request to suspend it by unanimous consent.
Missed Votes
From Feb 2023 to Mar 2023, Fetterman missed 53 of 64 roll call votes, which is 82.8%. This is much worse than the median of 2.3% among the lifetime records of senators currently serving. The chart below reports missed votes over time.
I am from OK not PA and I am not shy about writing my Senator to find out what and why they vote like they do. I was perturbed quite a bit when I was without representation in Congress when Jim Bridenstine was appointed to NASA. I have empathy for those people in PA who do not have a Senator representing them on important issues.
Just checked the Roll Call Votes on senate.gov and Fetterman did not vote on all 69 except the following ones where he voted Yea:
Roll Call Votes 1-6. Voted Yea.
Roll Call Vote 9. Voted Yea.
Roll Call Votes 11-19. Voted Yea.
Most of these were judge appointments. 2 were resolutions for naming months for causes (S.Res. 13 and 21). One was to name Brendon Owens Assistant Secretary of Defense.
Proxy voting should never be allowed in government. Period... it needs to be stripped in congress.

But Fetterman is bigger given the slim Democrat margin in the Senate.
neither house has been following the rules. They have been winging it for the last 20 years.

His constituents should check his voting record on the issues they care to and ask him specifically about them.
