"Lately". Seriously, are people just absolutely unaware that our waterways have been a dumping ground for toxic waste for decades?

Is this really some huge secret? Why is it people get upset by a few headline grabbing cases of contamination and just sit on their hands every other day of the year that industries are allowed to dump toxic chemicals into waterways?
