There are quotes “ at the beginning of the first 4 paragraphs but not on the end of those paragraphs. However the last paragraph has quotes at the beginning and end. 4-1. Odd.

Grammarfag here: that's actually the correct way to punctuate a multiple-paragraph quote.
(That said, putting your own words in quotation marks is unusual, a little like talking about yourself in the third person.)
