It looks blatantly obvious to me. I don't see why not. Speaker Kevin McCarthy and Jim Jordan should be publicly stating this.
This is a difficult case to make. The counter to this argument is, "Just because others break the law doesn't give you the right to break the law." Feel free to try it next time you get a speeding ticket. Let us know how well that works out.
