As much as I wish to help Trump, it sets a dangerous precedent for Congress to rule how state officials conduct themselves. Congress does not have general jurisdiction within a state, but the state entities do. There are state remedies such as bar grievance against an attorney who has violated the canons and ethics rules, criminal complaints against the prosecutor, and even delivering criminal complaints to a grand jury. Congress is not the solution, they are the problem.
On the other hand, Congress has jurisdiction to meddle in affairs of territories such as DC, Guam, American Samoa, USVI, simply because they are not states but merely territories.
More simply, territories are like minor children, but states are adults.

DOJ is complicit and helped fund this despite them deciding not to pursue these same charges previously.
