Absolutely true, the Finns cross the border to buy booze and to party in St. Petersburg, among other places. I can guarantee the government of Finland has been high-jacked and doesn't represent the vast majority of Finns. Even Colonel MacGregor says this.
Hahaha that was my first thought. This isnt to keep illegal Russian immigration at bay it is to keep Finlanders from fleeing. Its the Berlin Wall all over again but in reverse.
