For arguments sake - I disagree. The lack of action and consequences for all the known "bad cops", means by necessity that there are none like you describe above. If they were as we all hoped(good cops), we wouldn't be in this position we are in now.
At least not without everyone seeing massive Good Cop walkouts because they are aware they can't abide, uphold or enforce the law for the people. But we never did, and never will.
Which leads to the inescapable conclusion that there are no "good cops", just cops with friends they haven't turned on yet.
Ah, so I take it you’re out there Batman-style taking down the corrupt officials we see on a regular basis? Since it’s so easy, I mean.
Last I checked, police forces have been experiencing walkouts and retirements en masse. Philadelphia is trying to hire police offers by offering massive bonuses and other perks. No one is taking the bait because they know they’ll be ordered to let people go and not uphold the law.
The deflection is more obvious than any bat-signal ever was..
You can't be a good guy, in a bad organisation. The contradiction is so huge, I am amazed it has to be explained to anyone, yet here we all are.
If there were good cops - they would arrest, detain, question, expose, etc (AKA all the things they do to normal ppl on the regular) to all the bad cops we all see - But they don't, and they dont because .... ?
They are afraid, or dont want to, or think it is pointless, or, or, or, or... AND none of that matters - and all of that means that they aren't truly good cops.
No capes required. Just morals, ethics and a consistent code of conduct. You know what I am saying is true.
There are no good cops. There are only bad cops, and cops that are ignoring their oath which allows the bad cops(and their masters) to continue to exist. Which in effect, makes them bad cops as well.

I am saying it is incredibly easy for someone to come onto a website and criticize those they don’t know in a system they aren’t a part of when one can hide behind a username.
And I am saying, if you think it must be so incredibly easy for the cops that operate morally and ethically to change the system and capture the bad apples, why aren’t you taking that justice into your own hands?
If you believe it is that simple, you are incredibly naive.
Or, you are an ACAB shill trying to blend in here.
I’m starting to lean toward the latter.
If you think all it would take is those with morals and ethics to enact change, I have a suggestion for you: become a cop yourself and change the once you’re an officer.
If that doesn’t float your boat, I have different suggestion: go onto the streets of Philadelphia or Chicago at night. Wait for the mobs to show up, because they will, and get yourself out of a dangerous situation without the aid of police.
If this is truly what you believe, then I’ll say what I tell the ACAB shills: don’t call 911 the next time you have an emergency. If you can’t respect people who put their lives on the line in ways you likely can’t even imagine, you can’t use their services when you’re in need.

There can be no good cops, when the good cops allow the bad cops to do what we have all seen. Reread that as many times as you need to, you aren't fooling anyone and you know it.
Everyone knows calling the cops doesn't help. You are more likely to be arrested and charged for defending yourself, than to have a cop do their freakin jobs now. Again - something we all know, and you will likely try and defend
