If they cut the communication after similar alert - we will know it’s not an accident and it’s time to switch to local CB radio.

Ham radios are cheap. Licensure is a hurtle but a good investment of time if coms go down. Having been without communication for weeks at a time, you don't realize their importance until it happens. When hurricanes take out internet, phones, and cell service, it's very difficult to get help and information.
I wonder if you can purchase a ham radio just to listen to radio traffic and then not have to worry about licensing it.
Get a shortwave for listening
Many can and will go outlaw, O5B1P,,, standing by. Government trained🤣
I wish I have a ham radio without worry about licensing. This license was only invention for the DS to stop us from communicating easily (no spying/controlling) like a cell phone.
