Wasn't the primary argument against institutionalization that it was inhumane? Tell me that's less humane than what's happening in major Democrat urban environments.
I think it is the height of evil to allow people with mental illness to live on the street, subjected to drugs, assault, illness, poverty. It is just awful.

Perhaps it should have been improved instead of removed though.
