It makes sense that Fox did not technically fire him. If they did, then his non-competition clause, and all other restrictive clauses, would be cancelled.
Now they can keep him quiet until his contract expires... unless he, perhaps, makes noise from his Twitter account to the point that they can't take it anymore.
Here is the thing, they also have to keep paying him, he can be a guest for free... A good way to help boost other people's podcasts and shows.

Yeah I heard that broadcast too. So if Tucker is still under contract, they have to pay him millions of dollars a year...to do nothing? Is it Fox's way of trying to shut him up? Can he legally start up a different competing news outlet if he's contractually obligated to a non-compete contract? I'd love to hear from Tucker himself on this matter, but so far I'm not hearing anything from him.
My guess would be that they have two options:
Continue paying Carlson. That way they can guarantee his silence and keep him off air.
Fire Carlson. Allow him to spread his word and have to give him a huge severance payment.
Could his pay be dependent on his ratings, perhaps? With no show that would reduce that to a minimum and any non-disclosure agreements would still be in play.
It's called a contract. Although if he's not allowed to do his regular show, I would think his lawyers have some negotiating power to renegotiate the whole agreement or FOX would be in noncompliance. Non-lawyer here.
I would question any and everything Megyn Kelly says about it, as she is saying what she is being told to say.
