Any city without its own police service gets the provincial police force, OPP (any city in a province without its own police force, without its own municipal force, gets the RCMP). Ottawa has its own police service and its own policemen who mostly live in and around Ottawa. This is who should be responding to a rowdy protest in Ottawa. But several hotels, notably the hotel out back of which the nazi flag was flown briefly (but well photographed by every major newspaper despite how briefly and how hard to notice a spot it was flown in) were booked chock-a-block. At first people just thought the hotels were ordered closed, but people in Ottawa determined they had actually been booked and filled with out of city police officers, mostly RCMP but also some OPP and Toronto city police. And after those officers arrived, the brutality against the protestors began in earnest.
