Any city without its own police service gets the provincial police force, OPP (any city in a province without its own police force, without its own municipal force, gets the RCMP). Ottawa has its own police service and its own policemen who mostly live in and around Ottawa. This is who should be responding to a rowdy protest in Ottawa. But several hotels, notably the hotel out back of which the nazi flag was flown briefly (but well photographed by every major newspaper despite how briefly and how hard to notice a spot it was flown in) were booked chock-a-block. At first people just thought the hotels were ordered closed, but people in Ottawa determined they had actually been booked and filled with out of city police officers, mostly RCMP but also some OPP and Toronto city police. And after those officers arrived, the brutality against the protestors began in earnest.
The Emergencies Act in Canada allowed the government to wrangle police from other jurisdictions, and most of extras came from Quebec, which is why there were so many different outfits. This was confirmed by comparative photos of riot gear.
I understand them outsourcing from within Canada, but It was their language and dialect that was different. Could it have been a mix of both, foreign forces and troops from another providence, maybe.
It is possible there were also foreign mercenaries mixed in
According to peaceful protesters, when asked, most of the alleged extras did NOT identify themselves. Asked about both their name and official police badge number. Citizen have a legal right to ask those 2 questions. Real authorities are legally required to identify themselves. Mercenaries are not.
I remember this being reported out of Canada during the Trucker protest. Probably the same secret police involved here.

This is to confirm that lots of extra came from both Quebec and RCMP (Federal). Many were flown in. All the extras were without ID and without name on their jacket.
