Note: El Salvador unchained themselves from the central banks using bitcoin. Not gold and silver.

There are lot of factors involved, and making bitcoin legal tender is just one aspect of it. There are other traditional means they are pursuing including aggressive sovereign debt buy back, passing laws to take control of their central bank etc. I am pretty sure none of this would work if they had not accumulated enough gold and silver reserves.
