Normally when the President is toast (one way or another), the VP becomes President. Then the President chooses a VP, but the new VP has to be approved by the Congress. Same if the VP is booted. Has to go through the Congress.

Same way Nixon got Ford as VP. Spiro Agnew resigned. Nixon appointed Ford. Then they used Watergate to force Nixon out. Ford became president.
