How successful this plan is hinges on them being able to be found once they leave the initial safe house after dumping the phones.

Presumably they are banking on finding links to other people and properties in the network as part of the initial raids.

Which while sensible and logical idea. Doesn’t necessarily guarantee desired results

Why would they ditch their free smartphones? The whole reason they came here was for the free stuff.

When Gregg says they wait to ditch them, he's talking about the ones being directly controlled by the DS (hitmen, thugs, etc), who represent a small percentage of the migrant invasion. And apparently those guys aren't ditching them soon enough.
