Never ever ask for an exemption. If you ask you are giving them permission to say "No".
Declare an exemption. If they ask how you are exempt you say for religious reasons. If they ask what your religion is you tell them you choose to not disclose that for fear of persecution. Any further questioning is a violation of your unalienable rights. The Constitution does not give you these rights but it points out that you already have these rights and the Constitution is there to ensure that your rights are not infringed on by anybody in a position of assumed authority.
Let them know that if they choose to violate your God-given rights then their agency will be sued but they will also be sued on an personal basis. If they say they are just doing their job remind them that receiving a pay check doesn't give them the right to infringe on your rights.

Your persons is your property and under common law you can claim trespass on your property and administrating your property without rights. No body will want to fuck with you then.
