Could be a subtle warning to the medical community who basically all use electronic medical records software. With no internet a hospital or healthcare business would grind to a hault. No internet you can’t access a patients records, or send out insurance claims for reimbursement.
Food and Drug Administration? That FDA? What do they have to do with Internet? FCC I could believe I guess.

Wait a minute, if the internet goes down, how the hell are the doctors going to used MebMD to look up a diagnosis?
Randy from South Park: “I can’t go to WebMD and look up this cough”😂😂
Can't even buy groceries without the internet anymore (unless you're paying cash.)
I work in a hospital — all patient records are on our intranet, which wouldn’t be affected by this. As far as I know, all hospitals work this way.
But sending insurance claims… you’re right, we couldn’t do that via internet. We can send paper mail though, assuming the USPS can function.
