Originally, I had the same opinion - but then I learned that the people in charge of the cameras killed most of them - so the footage doesn't exist in most places.
2000 Mules was able to grab the geospatial data (they couldn't stop that), but the camera footage was disabled in so many places that they couldn't 'slam the point home'.
The fraudsters try to say 'no cameras worked' (which is a huge red flag in and of itself), but the truth is that they simply made it more difficult to 'show' the fraud.

Interesting.... I will take this observation into consideration, but I still find it odd they couldn't get ONE....
