Only because some bloke named Hoover who REALLY liked to cross dress and liked having dirt on people decided he needed funding to keep people in line politically. I’m going from memory on this rabbit hole but I believe even back then it was pretty well known the fbi was shady from the word go.

If they weren’t they wouldn’t need to constantly prop themselves up in every single movie/tv series imaginable
