This is a Constitutional (or 'Continuity of Government') question. Last I heard was that the entire Senate was offered satellite phones in case of some unnamed "disruption" and at the time 50 Senators had received them. Odd that such phones were not, at least publically, offered to Congressmen.

So, assuming that there is some disruptive event, What is it that the Senate alone can do that does not require the House members input? Is there some Constitutional or "Continuity of government" clause that empowers the Senate alone to act, and not involve the House of Representatives?
