The only scenario I can think of where security won't be needed anymore is if the Capitol is no longer in use.
That raises even more questions.

reloccate the federal government to ALL 50 states. Each gets and controls a piece of the Federal government. NO central seat of power. Each fedral government department is subject to the oversight of a state legislature and its people.
