He WAS “booked”. He had digital fingerprints taken, they are using a stock-photo instead of a “mug-shot” (I cant believe they agreed to that). That was all explained yesterday. YES, he was 100% technically “arrested”.

The point of a mugshot is for identification so I can see why they didn't need a mugshot for Trump.

Which is an arrest. A summons too is technically an arrest. Just because he was not put in cuffs or in jail does not mean he wasn't arrested. He was.
