Well, not everyone is smart, and can be hoodwinked. People do need to take responsibility though. I for example, would never use an unregulated parachute to jump out of a plane, with the outcome being death if it's just not known to work.

I think regulations aren't an issue as long as they are done LOCALLY by the community that will be affected.
The problem with Government regulation is that it usually gets bloated.
Regulating people within your community to prove they have the skills they do is not the issue. Government overreach, tax grabs and control are the issues.
Chemicals etc are released in our sky's,mosquitos etc.released on our populace,trash in our vaccines,oil and plastics in our oceans,refinery and factory waste in our rivers,nuclear waste buried in our soil,herbicides,pesticides,radiation placed in our food.Homosexuals forced on our women,pedophiles released on our children.Vaccines forced on our military and populace.Masks forced on us .Our very language has dictated pronouns etc.So why not.
Ultimately you run the risk of well. What happened. People dying.
Frankly. Every indication now is that the company knew it was of questionable safety standards. Knew the parts they were using in it. Weren’t rated for the stress they were going to put it through.
They went as far as firing the person who raised safety concerns. And deliberately went out of their way to avoid subjecting it to inspection by any national authority, agency or any other Government body from any nation.
If your going to risk your neck on with whatever you’ve invented or jury rigged. Provided your doing in an area well away from other people should something go wrong. I say why not. Have at it. No reason to get the Feds/Government involved if the Only one at risk is you if something goes wrong in testing.
But if your going to potentially put other people at risk. Especially when working it in the form of a Business venture. Even if they’ve signed a waiver or whatever. You should be subject to some sort of formal scrutiny by someone before commercial use of your product. Whether that’s a Government body or some other kind of public or private entity/agency.
So, what's your complaint? The government had nothing to say about the design of the Titan, nor the operations of OceanGate. This is how such an environment works out: accidental death. Are you content?

Take your pick. There might be an argument for some degree of assurance for products or services offered to the public for sale. Company employees risking their lives may come under the auspices of the OSHA, I suppose. I come from an industry where there is normally a huge concern for the safety of the customer, because the consequence of a catastrophe is usually major (commercial airliners). This also applies to such things as nuclear power.
