She is giving them the out they want. The cabal doesn't want their puppet removed for his crimes, but they do want him removed. Removed for crimes triggers a hunt for more of the cabal's criminals. Removal for being fried gives them an out.

The more I see of Green the more I think she is either a RINO plant or an idiot.
