No human is going to read that much. This is to combat entities that constantly monitor the pulse of the dialog in order to manipulate it. Marketing groups can still monitor with reporting tools that are produced, but it won't allow anyone to monitor aggregate reactions to dialog-shaping tweets in real time. And normal users/readers/commenters will be unaffected.
I was rate limited within 20 min of random scrolling earlier today.
I am not a power user, I have under 600 followers. The extent of my activity is scrolling, reading posts and comments, liking posts, occasional commenting and retweeting.
I’m even blocked from seeing my own activity in my profile. The same thing happens on every other account profile I try to access — I get a blanked out screen where their tweets should be, with the message: “Rate limit exceeded”
It’s similar to what it looks like when you go to an account set to private, or when you’ve been blocked
This is handicapping access to content — unless you pay for twitter blue. But even then, those accounts are limited too

Not only would one be able to manipulate a group but one would be able to guard against said group once you've lost control of this group.
I believe a good example of this may be France at the moment. If the government or bad actors are scraping and analyzing data in order to predict movement or popularity the movement may have or even how fast the movement is garnering support the bad actors can use the data to extinguish the movement.
Musks efforts may be directed at starving the system of the information they need to act.
600 tweets is extremely easy to hit if you're a regular user though. Scroll your feed for a bit, check replies on a few tweets, and you can easily get there. 6000 for verified requires a much more dedicated user but I'm sure people are hitting that without issue considering how much some people use twitter.
