Yes, I think the taping to poles was being done to the 'gypsies' i.e. Hungarian descent 'Ukrainians' in Transcarpathia.
Also, I was surprised (not really) about the Bucha killings, because the Russians had already left (also, at the time I thought it was part of the Russian good will, as part of the Istanbul negotiations), and there had been a couple of days of happy victory videos ( as well as some beatings of civiilans) then suddenly there were all these supposed corpses found, and international outrage. We saw the video of one of the corpses getting up after the car had gone past, however.
Not just gypsies but any russian speaker they can gang up on even "cowards" on the frontline.
As buccha went the mayor showed up after russians pulled back, everything fine then three days after that ukies show up anyone with russian rations or a white armband gets lead. I doubt they cared if they died immediately.
