Also percentages are meaningless with this. If there are two “cases” one week and there are 3 the next, well my rate of cases has increased 50%(!) which makes for good fear mongering but neither are any actual cause for concern.
The key word is "cases." If people stay away from doctors and hospitals, there will be no cases.
