Although it's vague, I tend to lean towards it's taking a teens viewpoint. However, 14 is still 14. Still questionable lyrics to be singing at 24 or whatever Van Morrison was at the time.
It depends on if the narrator is also a kid .... But then he's drinking cherry wine... So yeah, no.

From what I can tell, he has not performed it since the late 70s
Also, if you look at his songwriting SINCE that time, you may (as I do) find that Van has NOT written anything about underage sexual interaction.
In fact, since the early 1980s, much of his work has been focused on spiritual enlightenment and pointing out corruption in our modern society.
I'm going to give him a pass on this accusation unless more evidence is brought.
