Electric grid went down and shut off the water pumps. They should have big water towers to keep the pressure up, but not always. If that was the case they should have had a diesel pump backup.......
For fire fighting, there is always backup power generation. In some cases there is a third power source that serves as a backup to the backup. It is a huge failing to have hydrants fail to produce water flow. The municipality and city government would be hugely liable for a failure of this magnitude
This is what will be said and will be hard to get out in front of to disprove. The ones who know what is true will be corrupted or dead if it was purposely done. We'll likely never know and speculation will continue for decades.
