Typos do happen. Earlier it says Feb 1964 briefing with President Lyndon B. Johnson, and the dates jump around a bit. Reads to me that it's mentioning that Rusk had made his reservations known to everyone between '62-'64, and specifically to Kennedy in '63.

De date 12 September 1964 specifically reads: President John F. Kennedy.
