The ancient Median Empire (Persian-Medes) I believe was the first usage.

Don’t know if it’s true but I read they were the first world empire to use paper posters as propaganda and they established the first official government postal service for he masses - unifying the many kingdoms and provinces by sending decrees by mail to every subject in his own language.
