Pay them, promise them bail / lawyers if caught, give them all a time and location to light.
Then hang them!

It feels different when it’s not in a city, I agree. Would have to fly/bus people in I could only assume, so maybe some receipts are out there especially since they have 79 peoples financial transactions to look through
See, that's a good question. Coordinating 79 people to commit a crime is extremely difficult without someone spilling the beans before it happens, unless they were specifically ordered to do this by someone higher up.
