It goes to NGO’s that administer the states deeds and then they kick back a percentage to the politicians who steer the money to the NGO’s. See pretty simple and easy with no oversight as NGO’s can keep a substantial amount for “overhead”.
Actually it in reality is the taxpayers paying a substantial amount of money to politicians re-election funds that keeps incumbunts in power. Novice office seekers cant compete with laundered public funds of office holders.
Yep its a circle jerk, aka money laundering scheme. Money never goes to those who need it. That is why I never give to charity and try to pay as little in taxes as possible.
