A lot of the first term decisions are head scratchers. I think some of that may have been done to map the various connections but that's just a hunch cuz I can't think of another good explanation.

Cabal had more power back then. My guess is military will take over at some point in the next year or 2 and they will be eliminated.
I only hope that he has indeed learned his lesson and won't make that mistake again.
