Considering Mexico is finishing the wall from the inside of their country I do not doubt the true commander in chief of the armed forces of the US has done some of his wizard like negotiations.

The thing is, if you watch flight traffic on a regular basis you'll see that this sort of flight is not abnormal.

Most people don't monitor military air traffic, so it's very easy to take a screenshot of something mundane and pretend it means something.
