It’s really hard to tell if her hands were cuffed or if she was holding them behind her back. I did notice the lady on her left was holding onto her arm pretty securely, though. I agree with JFQ17 that she was being arrested in the video. I, too, have watched it 50+ times & the way the agents are standing with their backs to her means they were guarding her, different from routine security.
Her hands are behind her back initially and you think they’re cuffed but then when she starts to stumble you can see her right hand move forward. So strange.
They aren't cuffed though. Just as she enters the van you can see the right arm being brought from the rear of her body (where she was using it to brace against the pole) toward the front. No cuffs, no chain.

the zip cuffs they use are incredibly strong. No way she could defeat them.
