Lets say the ruling was the objective, how would you get a governor to make such a dumb move? By manipulating a Cabal puppet into doing something so stupid. So like everything else in this movie, this probably has multiple layers, and at the level of the governor - she was clearly doing what she thought was her part in the Cabal op, whereas at a higher level, it was orchestrated to a higher objective, like in this discussion - getting the ruling.
My guess is, there were multiple layers and multiple objectives.
