So I'm on the Quest Diagnostics mailing list from having blood drawn there for a test years ago. This summer and again just last week I keep getting emails from them advertising 20% or so off on various tests. First time I've seen these places begging for business. Are people not giving them enough data lately to sell to China or something? This never happened in previous years.

I think they are trying to ramp up business by bypassing doctor's orders for tests and allowing people to get their own blood tests without a doctor's order.
Maybe they got someone with some advertising background to work in management who told them,
"Look. We have thousands of patients who are signed on to our portal that we have email addresses for. They all get blood work done here as directed by their doctors. Why not let them know they can get all these tests without a doctor's orders? Most don't know that is even possible. Could be a new revenue stream."
Maybe instead of doing a test for, say, $100, they now do the test for $120 and give you a 20% break on the cost. So are you actually saving money or are they just finding a way to find new sales opportunities?
Perhaps they spooled up ready to do some corona testing and it just didn't happen when they expected leaving them with overcapacity.
