Trudeau, as a Prime Minster would have the highest diplomatic status possible, and would have a natural diplomatic immunity. I would also imagine that the craft, belonging to Canada, as a diplomatic craft, would also fall outside of the local authorities jurisdiction.
So on what possible pretext could dog be going in to the plane and sniffing around?
Hmmm.... I wonder. I think the bomb inspection would have to be requested. I suspect that diplomatically, the aircraft is essentially a Canadian embassy. Why on earth would any country want to do a bomb inspection on the aircraft of a visiting Prime Minister or President? And then, why would they get permission anyway?

Bombs is all I would expect. That is usually a routine issue. Who's dogs? Canadian or local military? Who knows?
