We need our public servants with security clearances to sign agreements on being hired that they will avoid risky compromising immoral activity while employed, including child pornography. They need to be aware that anyone approaching them with offers of this type are likely trying to set them up. They also will need to know that their managers will conduct occasional "inquiries" to be sure there are no agents vulnerable to blackmail. Just setting that tone at the outset will go a long way to protecting our national secrets from blackmailers.
Their lack of morals is probably how they got recruited in the first place. Any one can sign a paper, real thing is how you conduct yourself daily.
I mean the stuff is already illegal, it comes down to enforcement and complicity. Also in some cases coercion which is the best way to induct people, as they will be looking down the barrels of a firing squad if they rat, and few are that good when they're showered with cash and other worldly treasure and power.
