Agreed. They will start in cities and have to deal with the gangs first, and as soon as they move out of the cities there will be a lot more resistance. Communications are important, cb and short wave radio are great hobbies.

Territory is territory and I don't see the metropolitan gang leaders giving up theirs. They are also very armed. They could be bought off but not likely.

Sometimes gangs are surprisingly patriotic.
