So just to be clear, Iran's been around a long long time. Persia was an empire in antiquity. Iran's border with Iraq was established in the 1600s which was before Iraq existed as it own country.
From ancient to modern times you had the Qajar dynasty (1796–1925) 7 Shahs all from the Qajar tribe.
This was followed by the Pahlavi dynasty who ruled from 1925 to 1979. 2 Shahs who were not from Pahlavi tribe....Pahlavi it turns out is a language, used in Persia before the Muslims took over, so he claimed this as his name to look like he was a part of history.
Now here's the part we've been arguing about. The Pahlavi dynasty like Iran existed before the CIA was even founded, but how they governed changed.
The dynasty ruled Iran for 28 years as a form of constitutional monarchy from 1925 until 1953, and following the overthrow of the democratically elected prime minister, for a further 26 years as a more autocratic monarchy until the dynasty was itself overthrown in 1979.
So Mohammad Reza Pahlavi was the last Shah of Iran, but there had been a bunch previously. Iran was a constitutional monarchy, even before this guy's dad took over as king. Wiki describes it this way

My point is the current Islamic extremism in the Iranian government was placed there by our own intelligence agency. To remain as a puppet state behind closed doors, and a Rogue actor in the public.
