If, in the past, rulings in DC were held up in the US, then the precident is that he cannot get away with it. If legally DC has been established to have limited powers as you claim, AND US courts can show evidence where this is the case, then I would agree with you in practice.
The gag order can only be enforced in DC everywhere else he can say what he wants. A judge does not have the power to go US wide.

It only applies to the DC case, but the location doesn't affect what would be a violation.
