My first thought is some form of money laundering? When you get to this level of "art collecting," the potential people bidding on these items is relatively few. I imagine many of these folks are friends, or at least acquaintances.
I realize the first impulse is to think that their cash flow has been shut down, and they are trying to generate some funds. But the kind of things pictured in the video is pocket change to them. If they really needed cash, they have gold bars, real estate, etc., etc.

Put something into an auction and tell your friend/accomplice to buy it whatever the final cost but guarantee that you will buy it back later for that price plus whatever fee he is owed. Get a pair of anonymous telephone bidders to raise the buyback price appropriately.
