It depends on location and mission. Think back to the Afghanistan war. There were always pictures/video of US Military dealing with tribal or local leaders and they almost always had beards. It was pretty much expected in that region because muslim males have beards.
I don't know much about Delta but I would expect they don't want to stand out as military when not in uniform somewhere around the world, and a military haircut really stands out. I was Air Force and one of the places I worked overseas required me to go downtown to a local non-US base. I wasn't allowed to wear a uniform when I went there.
I had a relative that was in special forces, he said he was allowed to do his hair/beard however he wanted. Tattoos also, just nothing identifying as military.
