MacGregor was somewhat of an advisor to Trump. Trump would have made him part of his administration but MacGregor would not have made it past Senate confirmation. Why? The Military Industrial Complex. His first order of business would have been to give about 40 four stars their walking papers and get out of, or drastically drawn down on NATO. MacGregor was going to use a big ax to clean out the command structure of the military. The powers that should not be were not going to allow that to happen. MacGregor was a huge threat. If Trump would have returned to the WH, MacGregor was going to be involved in a serious way.
Recess appointment, or fire the 1st SECDEF and appoint MacGregor as acting SECDEF. If he wants to use MacGregor in the Scaramucci model he doesn't need to be there very long to accomplish what Trump needs. Eventually the Senate would vote him out but it could take a while if it is timed right.
I had also thought of the Scaramucci model. But, I don't think MacGregor is onboard given what he feels must be done to get our military back to some assemblance of a national defense force. That will take time. I do think that MacGregor is willing to be an advisor in some capacity like he was before Trump left.
