Biden, on his own, is not intelligent enough to set this up by himself (at least by today's standard) so he must have a puppeteer pulling his strings to be able to set all this up. As we know, Biden is always-on vacation or sleeping. Biden just wants his money to keep coming in and his criminal actions, past and present, not to be discovered.
