“Via reciprocity” in civilian-speak? Is that just the DoE acceptance of the DoD vetting process? Reciprocity usually denotes give-and-take so does this imply that the DoE performs some other function(s) which the DoD can avail itself of? Kind of a cross-department cooperation?
Btw did you ever catch any rats attempting to infiltrate? Is that common or rare?
Rats attempting to infiltrate? If you are asking about spies with clearances then no - I never saw it myself in almost 20 years of clearances. If you are asking about when I was an NRC Nuclear Cyber Inspector, again no. However I did see just this week someone try to infiltrate a Duke plant twice on the same day, including ramming the gate. That usually doesn't end well if the security forces can use their AR-15s. Some states do not allow it though.

I wonder if there’s any tie-in whatsoever to Q’s Red Castle - Green Castle posts. I’ll have to look at them again with an eye to seeing if they could be related to information classification levels, security clearances, etc.
I met some nuclear power plant inspectors many years ago when I was up in that area looking at homes - Harris plant, if I’m not mistaken, and they were from Alabama.

Also for those that do not know - to get a Q clearance they generally use the DoD process to get you a DoD TS, and then grant the Q via reciprocity.
