I get it. It's easy and safe to blame the cops for doing what they were hired to do: enforcing ordinances/laws created by the local council, your representatives. Now, if you are being real, then why not take the effort to petition the council to remove the ordinance?
While the council, I guess, could have given the consequence of confinement, it is more likely a fine, then perhaps confinement if there is refusal to pay the fine. Cops are not required to take this bs abuse. I'm not condemning him for breaking an ordinance. As you said, we all do at one time or another. It is his behavior at being called out by a neighbor that is obtuse.
Chances are if he had accepted the citation and decided to go to court in lieu of paying the fine, the judge would have let him off with a warning to learn to use his snowblower correctly.
